Background
Issan was born to a small Twi'lek settlement far from his race's homeworld of Ryloth. The world had much in common with the homeworld, but it was considered out-of-the-way and a peaceful retreat for those weary of galactic strife.
Until the day that Imperial surveyors found out that the planet was rich in industrial metals...
Then, in a change so drastic that most thought it was overnight, the small colony was annexed and boomed into an industrial sprawl, with the local Twi'lek population "drafted" into supporting the new mining and refinement industries.
Issan grew up during this time of turbulent change, and he saw how his family and his people suffered under the arbitrary rule of the local governor. When he emerged from an adolescence mired in juvenile antics against the regime, Issan tried to make a more compelling impact. He worked to organize the workers and get them to strike in protest the deplorable conditions. For a little while, it looked like the local administration would give in to their demands...
...until the planetary garrison received reinforcements from off-world.
The crackdowns came after, and they were without mercy. Issan himself was only spared a summary execution through the sacrifice of many good friends and people that had come to see him as a force for change. However, he was still sentenced to a long stay on a hard-labor penal colony light-years from home.
That was when the Rebellion came into the picture. A couple years into his sentence, the penal colony was attacked in a "liberate-and-loot" operation. Issan's work had not gone unnoticed by the local rebels, and he was extended an offer to join their ranks.
Motivation
-Cause (Overthrow the Empire): Since he first became politically conscious, Issan saw the Empire for what it was. However, only recently has he solidly gotten behind the goal of the rebellion to but the monster down for good.
-Creed (The Body Needs a Head): Issan sees the Rebellion as it is now as just a loose collection of dissidents that has little chance to succeed against such a massive (and well-organized) foe. Cells, in and of themselves, need strong leadership to hold them together in times where communication with the rest of the Rebellion may be lacking. Who better to be this kind of leader than he?
Duties
-Political Support (10): Issan seeks use the exposure of the Empire's dark side to pull support in favor of the rebellion. His firebrand attitude has made this difficult so far.
Description
Blue skinned, his lekku are unusually long and stringy for his relatively young age and short height. His purple eyes have not lost the piercing gaze even after his Imperial detention. His body has not benefited from his short years of hard labor, Issan being little more than skin and bones.
