Background
Worra is an agent of the New Taris Order, a local faction that has fallen on hard times due to the efforts of Gonothar the Hutt. Gonothar has been charging "security fees" to the New Taris system to keep the hyperlanes clear of pirates. Anytime they have failed to pay, Gonothar's thugs have engaged in piracy. Recently, this resulted in the death of a high-profile diplomat. The system has petitioned the New Republic for help, given that Gonothar's crimes are apparent, but the resource-starved Republic has denied any requests for assistance.
A member of the high administration of New Taris has approached Worra and asked that he visit Gonothar to see if some terms could be reached. Knowing that the planet cannot possibly afford what Gonothar will ask, Worra is tasked with finding some other way to keep the Hutt's greedy hands off his planet.
Motivation
Worra is an aspiring diplomat and bureaucrat. Ten years ago, he had been inspired by the Rebel Alliance's bold moves to restore democracy to the galaxy, so he had enrolled in a university and then had set off to join the allied planetary government. He as been frustrated to learn that democracy is a difficult goal, and neither his faction nor the New Republic have the resources they need to combat the last vestiges of the Empire or the insidious criminal forces that would seek to profit from the weak governance. He is angry at the Republic for failing to help his people, but he still hopes that the Republic's influence can be spread throughout the galaxy.
Worra understands that guile and cunning may be necessary in this aim, and that strange alliances sometimes have to be formed. Although Worra detests the many criminal syndicates that seek to steal from the free people of the galaxy, he is not above using underworld relationships to advance Republic aims.
Obligations
Duty: Loyal to the New Taris Order, a pro-alliance faction in the Taris system. This has led Worra to try to track down incriminating evidence on Gonothar the Hutt. Of course, the Hutt is a known crime lord so no one would care about him committing normal crimes, but it would be helpful if Worra could uncover something that would put Gonothar at odds with the New Empire, the Black Sun, or another powerful organization.
Description
Worra is 28 and reasonably fit. He wears a holographic costume, which is normally set to a light jacket and typical banal spacer's attire. Below his costume, he wears form-fitting second skin armor, just in case things get heated.
He wears a fancy sporting blaster on his right hip, which many might mistake as a non-threatening weapon given its primary use in honor duels and hunting, but the blaster has surprising range and accuracy for blaster pistol.
As a Kel Dor, he is never seen without his antitox masks. Without it, he would surely almost instantly due to the oxygen atmospheres that are typical to most inhabited planets.
Worra attended the Diplomatic University of New Taris, colloquially referred to as the "Diplomatic."
