Generated on Kamino like all GAR's Clones, the Kaminoans saw great potentional in him so they forced him through an experimental training simulation, with a squad that was far from gaining a chance to succeed. CL-3113 become reknowned for his tactics and ability to cause camaraderie in any clone who fell under his command, as well as one of the few to beat the odds. It was also during this that he gained the nickname "Ruler", due to metaphorically speaking as if each clone was a member of a kingdom which will strive forwards and together as one, reign successful in the war.

As a member of the 403rd, he served as a Sergeant, due to a mix-up in command. He held the position until the end of the 403rd's stay on Geonosis, where he was promoted to Lieutenant, to fulfill his previous, inferior's position. He's proven to be immensely valuable to the 403rd, often taking the ragtags under his wing and bringing them together to improve the 403rd's lacking manpower via superior troops.

Guilt-bound Lieutenant: Ruler is motivated to keep his brethren alive at any cost, due to the immense body count the 403rd had amassed on Geonosis. He spends his every waking moment analyzing orders, maps, reports and choices, all in an anguishing attempt to negate any further loss of his brethren. He sees the 403rd as a Kingdom, with every single lost trooper weighing heavily on his soul.

Ruler leads his troopers successfully for them to win, which troops' failures and deaths on the battlefield are inevitably linked to his failure in leading them.
