Background
Cover was a clone trooper of the 724th Battalion under the command of Jedi Sulio Warde on Cato Nemoidia in the twilight months of the Clone War. One day when returning from patrol, he received an encrypted message from ARC Trooper Fives. The message spoke of an organic computer chip implanted in the brains of every clone. The chip was designed to enforce several protocols, all protocols that would result in the clones turning on the Jedi.
Seeking out a street doctor to gain a separate opinion, the doctor confirmed that there was indeed an organic chip within Cover's brain. She told Cover this while showing him a vial with the chip in it.
Unfortunately, on his way back to the barracks to inform General Warde he was captured by CIS forces. Somehow, they had learned that he knew about the chip. Within an hour of having the chip removed from his brain, Cover was frozen in carbonite. The plan was that he would later be interrogated by CIS after being smuggled off world by a CIS ship on a "diplomatic" mission.
Years later, Cover was thawed from carbonite by members of a local gang. Despite suffering from carbonite hibernation sickness, Cover was still coherent enough to defend himself when the gang members saw that the one frozen in carbonite was a clone trooper.
Motivation
Cover's initial motivation upon being awakened from carbonite was to find and warn the Jedi. When he discovered that he was far too late, his motivation changed. Now all he has left is the destruction of the Empire that betrayed the Jedi and used his brothers as disposable troops.
Obligations

Cover's obligation is an unusual one in that he did not suffer the betrayal nor did he commit the betrayal in question. However, this fact does not change that he is a clone trooper and he was unable to do anything to prevent the death of the Jedi he had fought alongside and served with. Most of Cover's obligation is the raw guilt plaguing him, the rest from the fact that he will always be in the shadow of Order-66.
