Background
Toro Cho once was one of the better general surgeons on Pantora. Born into moderate wealth, he had a gift of controlled hands and a keen mind. He relished the challenge of surgery and medicine. While he did not graduate at the very top of his class, he did very well and passed all of his board exams with flying colors.
What was once a successful career was brought down by scandal of "youthful indiscretion" and was turned against him in a series underhanded favors, including the insertion of a tracking device into a mid-level politician.
When Toro began to show signs of increasing reluctance, he was burned by a tip to the Pantoran Medical Board. He was stripped of his medical license. Spurned by friends and family. With no way to make a living on Pantora or in the Core Worlds, he set off for the Outer Rim with his past misdeeds hanging over his head.
Motivation
There is nothing left for Toro in the Core Worlds. Stripped of his ability to practice what he considers his contribution to society, Toro opts to leave and find somewhere to practice medicine. If the Core Worlds don't need a skilled surgeon, surely the Outer Rim might.
