Background
Phelan was born a street urchin on some no-name outer rim planet. After a run in with the law as a teenager, Phelan was forced to a juvenile detention facility. Just in time, it turns out, for the local Moff to force all the juvenile detainees in to the local military academy to boost his recruitment numbers.
Even if the food wasn't good, Phelan knew a bad meal was better than no meal. He was middle of his class when it came to academics, but really stood out once his class began ground combat training. The Commandant marked Phelan for the Stormtooper Corp right away.
After graduating from the Academy, Phelan enjoyed the life of a Stormtrooper in the Outer Rim. That is to say, constantly fighting pirates and criminals. Phelan was soon promoted to Sergeant and given a squad of his own. That's when things started to turn for the worse.
Phelan found that any further promotion was closed to him because he didn't have the political connections, and Outer Rim recruits were seen as second rate in the Imperial hierarchy. Becoming increasingly frustrated and insubordinate with less capable officers, Phelan also saw his squad getting assigned riskier and riskier missions.
On one particular mission, Phelan's squad was sent to root out a group of Manalorian pirates. After his long range commo unit was shot out, his superiors apparently assumed his squad was dead and decided to simply strafe the complex with TIE Fighters. In the resulting carnage, Phelan was abandoned, his left arm in tatters, and his squad dead around him. The Navy didn't even bother to come down and collect their dead.
The "pirates" however did, as soon as the Imperials left. As it turns out they were more mercenary than pirate. They collected their dead, wounded and Phelan. As it turns out, they had a few positions open up recently. In short they saved Phelan's life and replaced the left arm he lost in the battle with a functional, of old cybernetic. In return he worked for them for three years, doing whatever work it is that mercenaries get paid for.
Now he finds himself no longer financially obligated to his saviors, and able to explore the galaxy and his hatred for the Empire on his own...
Motivation
Squadmates - Phelan isn't quick to trust anyone he hasn't fought beside, and even less so if that person appears to be incompetent in a fight. Once you have proven yourself in battle, however, he is loyal to the the end.
Lost Family - Phelan had a family once, the Empire took that from him. He would like to know who they were, and if he has any extended family still around.
Obligations
Phelan feels he owes the Mandalorian mercenary ban who took him in pretty much any favor that they might ask of him. They were the first real family he knew, and would do almost anything for them.

Description
Tall and athletic, Phelan looks like a lot of former soldiers. The thing that stands out most obviously is the robotic left arm that is attached at the shoulder.
