Oktra was part of the Bothan diplomatic corps, nominally a foreign service officer. While he's initially tight-lipped about it, it's clear this role was a cover to mask travel for his real duties, which included logistics and leadership within the Bothan Spynet. While not a spy himself, he is well-connected in the Bothan and other intelligence / covert operations communities working against the Empire. As such, he has traveled widely and it would be unusual for him not to "know someone" in any given system.

Due to the Empire's continued reprisals against Bothan operatives and leadership in response to their success in infiltrating Empire operations and "liberating" sensitive data valuable to the Rebellion, Oktra and many like him have been pressed into field work, partly out of need, although not entirely involuntarily.

Oktra relishes the opportunity to personally be a thorn in the side of the Empire, and was specifically recruited to this "danger squad" to leverage his political and mercantile connections both above- and below-board into resourceful solutions in the field. Given his experience and cover, he can charm and negotiate with the best of them. He's also not afraid to get his hands dirty.

Unsurprisingly, Oktra has a positive relationship with SpecFor, given his line of work, and once served as an "Irregular", advising them on a particularly complex set of covert operations that involved extracting Imperial communications codes and authentication sequences from the Imperial Technical Branch outpost at Lotide. Once exfiltrated under the guide of Oktra, this information proved most valuable to SpecFor's ongoing operations. His contributions were recognized by one of Commander Lanrezac's lieutenants, who ultimately made the connections that led to Oktra's recruitment to the Danger Squads. (1 point, positive)

Oktra has a more complex relationship with Black Sun - Like Black Sun, The Bothan Spynet isn't acting entirely on one side of the conflict; It ultimately exists to further the goals set out for by The Way, so where there is information to be gained and power to be realized, whatever side it's on, there is work to be done. In this attitude, The Bothan Spynet and Black Sun agree, and in fact have collaborated on several operations to help arm the Alliance with information and weapons. Unfortunately for Oktra, SpecFor's souring attitude with Black Sun along with Oktra's own personal alignment with the Rebellion puts his relationship to Black Sun in a precarious position. Even in the small and quiet intelligence circles, his assistance to SpecFor is known enough that it could prove problematic as someone known to be in the good graces of SpecFor would not be someone Black Sun would similarly have much enthusiasm for. Black Sun is well aware that Oktra and the Bothan Spynet have plenty of "insider" knowledge about Black Sun (not all of which was freely given), such that Oktra is in no immediate risk, but it's not certain to remain that way.
