If successful, change appearance to match that of a previously observed character. [Threat] may be spent to become stuck in that form for 1 week per [threat]. Any observers who would want to recognize the disguise must attempt a Perception check opposed by Deception. [boost] or [setback] can be added based on how much either have observed the individual, whether the clothing matches, or other factors.
Projective Telepathy: as an action, may suffer 1 strain to make an easy Discipline check to cast illusions by causing individuals within medium range to experience a certain sensory detail for 1 round. May project illusions to add [setback] and remove applicable [boost] on Perception checks for recognizing shapeshifting.

Information is power. Oftentimes, the outcomes of galactic wars are not determined by armies, but by intel and infiltration. With sleepers and infiltrators spread across all known worlds and many unknown ones, there is very little information that escapes the view of Pytr, or whatever name he might be taking on at the time.

Leading an expansive criminal syndicate that deals in information is made far more difficult when it is in your best interests to not exist at all. Pytr and the Shadow Confederacy toe this line, and in a space where there is no room, in a structure that was never built, meets the guild that doesn't exist.

The strengths of the syndicate lie in information, sabotage, and carefully placed assassins and agents, not raw military muster. Because of this, Pytr is loathe to engage in any open conflicts, as to do so would be suicide for everything he built up.
