Background
Code name: "Cerulian"
Motivation
When Cerulean was trying to shut down "Reaper", and indeed throughout most of his career working with computer systems, he has been repeatedly frustrated with the clumsiness and slowness of the creature/machine interface. If he had been able to move fast enough he might have been able to salvage some aspect of that project and could maybe have even done something to keep his family alive.
Cerulian has been working toward bridging the gap between creature and machine at the level of the brain/computer boundary. His notes contain the designs for a few creepy and intimidating looking prototype neural interfaces that connect a creature's brain stem directly with different systems. The drawings of the prototypes suggest they were meant for humanoid brains. The newest prototype looks scary... and painful.
He is always on the lookout for info and tech - both computer tech and medical tech - he can use to build the next prototype.
Strangely enough, Cerulean seems to have a lot of neck pain and complains of headaches.
Obligations
Bounty 3: Cerulean has a bounty on his head for his role in destroying Backburn's unintentional AI. It is unclear if the bounty was placed on him by the Empire or by Backburn. Someone wants him dead because he is a dangerous man with the knowledge he has of Backburn's systems and the Empire's data/computing tactics.
Betrayal 2: It seems obvious to some but Cerulean was betrayed by the Hutts. He was trying to help them but that was not enough for them. Shockingly they hunted down and murdered his family and he could do nothing to stop it.
