Zil wants freedom for her kin above all else, no matter what way it happens. With all slavers dead, as is easiest to convince Rook, with sociatal change which Simon claims to want, doesn't matter.

20: Bounty
Hutt detectives put two and two together, a new suggler with a limp and slow speech, and a dead hutt from neruotoxin. Thus they put a few million credit bounty on her, however, they couldn't really say why or how she got a bounty without exposing a weakness of the hutts. So as far as information goes, she's just one of the many people the Hutts want dead under the description of "A slow speaking blue Twi'lek, with a half frozen face and a limp."

Xil is very clearly a criminal, with long robes probably hiding a gun, a hood obscuring her face, a limp, and smelling of ciggerettes. If she takes off her hood, usually with her lekku, the left side of her face doesn't move as well, part of her left lip is sewn shut and her left eye doesn't close anymore. She has eye drops and could get something better for that, but she likes to say she sleeps with one eye open. She has blue skin that has seen combat.
