Background
Joran didn't start in debt. Instead, he was an up-and-coming politician that was elected to be Senator of his homeworld, Commenor.
Joran, after a few years as a Senator, thought that the Senate would only listen and respect someone who was wealthy enough to have an entire entourage of aides, servants, and droids.
So he took out a debt, to pay for all these things. He told himself it was for the betterment of Commenor. But now he can't pay back the debt, and Commenor is worse for it.

Duties
Duty 0: Political Support. Joran is dedicated to keeping the war going. He has large amounts of stock in the Trade Federation, Techno Union, and other cooperations that are profiting off of the war. This does not mean he's a manipulator; instead, it means he is not supportive of any peaceful solutions to end the war.
