Background
Kerr comes from the disgraced family of Tirall.
Tirall was known for its technology and innovations.
After being falsely accused of colluding with non-Chiss, the Tirall family was exiled from the Ascendancy and the Chiss people.
Kerr wishes to find those who sabotaged his family and bring them to justice.
During his time away from the Chiss, Kerr has developed sympathy for those who are being oppressed by the Empire and will protect them when he can.
Motivation
Not a Bounty Hunter, but these both apply:
Quiet Professionalism: There is an old saying in the bounty hunting trade that good work makes little noise, and the character is the embodiment of that. Like a master artisan, the character pursues bounties with far greater care and attention to detail than most. The PC sees little need for flashy accouterments or ostentatious shows of prowess
No Collateral Damage: Though some particularly pernicious bounty hunters are willing to toss around thermal detonators on populated worlds, most try to minimize the civilian harm they cause, if only because it can be inconvenient to clean up. A few however are scrupulous about avoiding civilian casualties to the point of letting a target escape to avoid hurting civilians.
Obligations
Betrayal (5): The Tirall family was betrayed, Kerr needs to find out by who, why, and how to get justice for his family.
Debt (15): Kerr's ship was badly damaged when he got to the Outer Rim, and he was saved by a patron. He now owes a debt that he has to repay.
