Background
Fenn comes from a modestly wealthy Bothan family, known for their skill with technology in many forms, but especially computers. As one born to it, Fenn was writing code as a child and plucking information from data streams as a teen. As a teen, he was initiated into a collective of like-minded tech-experts and slicers, which included his mother, uncle, and older sister. They played both sides of the Clone Wars, following "The Way" to make themselves even more wealthy and influential on Bothawui.
However, in the lead-up to the Battle of Scarif, Fenn's youth and inexperience in the field was used by his mother as a reason for him to remain behind while most of the team was gathering intel on both sides in the chaos with most of the collective.
Little did any of them know that the Death Star would rain down destruction on the planet (although his mother was very insistent that he remain behind).
Now, he looks for ways to get back at the Empire that took so many from him. He might continue to "play both sides" to maintain appearances, but he's firmly committed to one.
Motivation
Quest for Vengeance - His "hacker collective" family was killed on Scarif by the Empire, which made it personal.
Duties
Intelligence - The PC knows that every victory hinges on knowing as much about the Empire's military might and other assets as possible. He is driven to gather any and all potentially useful data, wishing to locate vital and vulnerable targets for Rebellion forces to strike at. He not only wants to know what the Imperial military factions are up to, but also the state of technological research, economic policies, and other aspects of Imperial strength.
Anti-ISB Measures - The Empire has a vast information network headed by the Imperial Security Bureau, or ISB. Characters with this Duty focus their efforts on undermining this network with actions that specifically target the ISB, such as feeding false information to its known moles, recovering captured prisoners from ISB detention cells, developing profiles of ISB agents, and ensuring that the hated agency spends its resources chasing dead-end leads.
