Background
He was a jedi padawan late in the clone wars, now he's most certainly lost his way and is now the marshal of a fairly quiet world in the outer rim. He also created a colonial militia to solve problems before the empire showed up, so he decided that his militia would supplement Imperial security, but could take care of things far quicker due to better knowledge of the planet.
Motivation
Survival, and the restoration of the Jedi Order, but for now he's a marshal, at least until things start going horribly wrong.

50, his curiosity could get a number of enemies after him, and his obsessions could be a problem.
