Background
"Chirpy" was a seeker droid programmed to serve a Sith inquisitor in hunting down rogue Force-users and insurgents alike. When she was slain, he went into a dormant state while awaiting new orders, only to be found and reprogrammed by a Twi'lek rogue. She used the droid to help raid secret Imperial bases whose hidden locations were in the droid's memory banks, using her engineering skill to improve and enhance the seeker droid's intelligence and self-awareness.
Motivation
Mentor - ID9-B27 is loyal to Nia Tesaka, the Twi'lek who saved him from destruction and reprogrammed him in such a way that allowed him to achieve a level of self-awareness. He believes in her goal of helping to overthrow the Empire and restore peace to the galaxy, as well as her goal of thwarting the evil deeds of others. He also shares her belief that doing so can rarely be accomplished with brute force and must be done from hiding.
Obligations
Responsibility (10) - Chirpy is devoted to his Twi'lek master, and considering all she has done for him, feels obliged to always repay it. With her captured by a bounty hunter to be delivered to the Empire, the seeker droid feels he has no choice but to attempt a rescue even if the odds are against him and failure would likely mean his deactivation
Betrayal (5) - Generally speaking the ID9 Seeker droids were used by the Empire, who would likely be less than pleased to learn that Chirpy has gone beyond his programming and turned against them. They would be shocked to discover just how much he knows about Imperial operations, a result of his memory having never been wiped by a Sith master who seemed to have too many other things to concern herself with.
Bad Reputation (5) - Conversely, the fact that Seeker droids were almost exclusively used by the Empire tends to make others think Chirpy IS Imperial, even if he is not. This can cause suspicion among some people, or outright hostility among others who know what Seeker droids were used for.
Description
ID9-B27 is a very small droid, only about a third of a meter tall and half that around. He has a saucer-like body with a prominent, red optical sensor in the middle and five articulated tentacle-like arms that end in pincers, vaguely resembling a miniature version of a probe droid. His solid black coloring and ominous red eye were designed that way for his initial Sith master, and though his new master has considered repainting him something more colorful, the dark coloration is far too useful when it comes to sneaking around unseen. "Chirpy" speaks binary in an avian-like tone but is equipped with an audio recorder and can "speak" Basic by playing back appropriate audio that he has recorded.
